The Policy group is led by firm Principals, John Metcalf, Steve Metcalf, and associate, Eric Josey.
Before establishing The Policy Group in 2003, Steve Metcalf served in the North Carolina Senate and as Senior Deputy to the Governor. His considerable experience in both public and private sectors has equipped him with a distinct understanding of the interaction between private industry and government policy. This perspective enables Steve to effectively bridge the gap between governmental processes and business needs, ensuring the optimal alignment of client interests with legislative initiatives.
With a background in public relations and business development, John Metcalf joined The Policy Group in 2010. His role in devising and executing effective legislative strategies, along with his talent in establishing and sustaining strong relationships with legislative members, has significantly enhanced our clients’ representation within the legislative process.
Eric Josey, the newest member of The Policy Group, brings a wealth of hands-on experience from managing his family farm and participating in local government. His background provides him with a deep, personal understanding of the challenges encountered by rural and agricultural communities. His first-hand exposure to these challenges strengthens our team’s ability to empathize with and effectively advocate for the needs of similar communities in our client base.

Originally with The Policy Group from 2004 through 2006 and rejoining the firm in 2010, Mr. Metcalf delivers a balanced interpretation of the potential impact of legislation within the public and private sector to the firm’s varied and expanding clientele.
Fueled by a diverse background in public relations and marketing, Mr. Metcalf contributes an informed, hands-on approach with proven experience in coalition building and the implementation of grassroots initiatives. In addition to his comprehensive advocacy duties within The Policy Group, he owns and operates Carolina Strategies, a public relations and marketing firm based in Asheville, North Carolina, which specializes in small business and municipal advertising and branding.
Mr. Metcalf’s genuine ability to forge and cultivate sound relationships with legislative members is enhanced by his varied involvement in governmental affairs throughout his professional career. Actively engaged in strategic lobbying efforts on the behalf of The Policy Group’s clients, Mr. Metcalf also oversees the firm’s ongoing business development and charitable involvement.

Steve Metcalf, a twenty-five year veteran of governmental affairs in both the public and private sector, founded The Policy Group in 2003. Serving as the firm’s president, Mr. Metcalf leads the organization and its effective advocacy efforts with his broad governmental background and acute understanding of the complexities in the legislative process.
A former Senator in the North Carolina General Assembly representing the western part of the state from 1999 through 2004, Mr. Metcalf previously served the State of North Carolina under the administration of Governor Jim Hunt. From 1993 through 1996, Mr. Metcalf held the following positions: Deputy Secretary for the Department of Administration, Deputy Secretary for the Department of Transportation, and Assistant to the Governor.
Mr. Metcalf began his public service career in the 1980s and gained a working understanding of the complex legal and political issues facing county governments, while serving as the first professional county manager for Buncombe County from 1989 through 1993. In this capacity he effectively cultivated relationships with fellow county managers and community leaders across the state, while facilitating vital programs on the county’s behalf with state agencies like the North Carolina Department of Transportation, the Department of Heath and Human Services, and the Department of Environment and National Resources.
Armed with extensive experience in both the public and private sector, Mr. Metcalf holds applicable knowledge in issue management and consulting services for governmental agencies, including market research and polling for public agencies and private businesses. A tireless advocate, Mr. Metcalf actively maintains meaningful and productive relationships with elected officials, appointed board members, and community leaders across North Carolina.

Eric Josey possesses a deep understanding of the unique challenges faced by rural communities in eastern North Carolina. He began his career as a grassroots organizer, working on Senator Thom Tillis’ campaign while still in college. This experience gave him valuable insights into the workings of politics and the importance of effective communication and strategy.
After graduation, Eric returned to his hometown of Scotland Neck, where he became involved in local politics and worked on his family farm. This experience gave him a firsthand understanding of the issues facing rural communities, including the need for economic development, access to healthcare, and infrastructure improvements.

Director of Operations at The Policy Group, Lisa West is a six year veteran of the company. Serving as an office manager, administrative assistant and client liaison, Ms. West maintains dependable structure and cohesion within all divisions of The Policy Group.
Ms. West comes to The Policy Group with a twenty year background in Finance and Administrative Management. She manages the day-to-day operations in the finance and accounting departments, as well as the firm’s Lobbying Registration and Reporting Service. She is an authority in the complicated field of lobbying registration and reporting, managing that responsibility for all clients. Ms. West is instrumental in guiding clients through the complex guidelines of lobbying compliance and the rules of ethics law in North Carolina.
